Exchange Server 2016 Enterprise User CAL Add-on – Erweiterte Compliance- und Sicherheitsfunktionen für nutzerbezogene Lizenzierung

With the Microsoft Exchange Server 2016 Enterprise User CAL Add-on, you can specifically enhance existing Standard User CALs with powerful compliance, archiving and security features. The solution is particularly suitable for organisations where individual employees access Exchange from various end devices – for example, in hybrid working arrangements, when working in the field or in BYOD scenarios – whilst at the same time facing high demands regarding data protection, traceability and information control.

Features

  • User-specific extension: Adds enterprise features to an existing Exchange Server 2016 Standard User CAL. Use without a Standard CAL is not possible.
  • Scope of functions: Enables the Enterprise extensions beyond the standard functions for mailboxes, calendars and communication.
  • Advanced compliance functions: Enables, amongst other things, In-Place Hold, In-Place eDiscovery and advanced retention policies.
  • Data Loss Prevention (DLP): Detects and controls sensitive content such as credit card details or personal information in outgoing emails.
  • Information Rights Management (IRM): Enables the encryption and access control of emails directly via Outlook and the Exchange Server.
  • Archiving & Journaling: Supports rule-based journaling and in-place archiving, thereby providing the technical foundation for the long-term, tamper-proof retention of email data.

Advantages

  • Efficient licensing for mobile and hybrid working arrangements: The add-on follows the user-based logic of the standard CAL and covers all of a user’s end devices. Example: A field staff member who accesses Exchange via a laptop, smartphone and tablet requires only one User CAL plus an Enterprise CAL add-on – regardless of the number of devices.
  • Targeted expansion: Enterprise features can be deployed precisely where they are actually needed, for example for compliance officers, senior management, human resources or the legal department.
  • Compliance support: Facilitates both archiving and eDiscovery, as well as the secure handling of sensitive data.
  • Transparent licensing: Clear allocation via the respective user account.
  • Investment protection during the transition phase: Can also be used in existing Exchange environments and remains a sensible solution until the planned migration to Exchange SE or Exchange Online.

Special Features

  • User-based licensing: Ideal for scenarios where an employee accesses Exchange from multiple devices – such as a laptop, smartphone, tablet and home office PC.
  • Compatibility: Compatible with Exchange Server 2016 and, via downgrade rights, also with older versions (e.g. 2013 or 2010), provided the relevant features are available. Note: Downgrade rights apply in full to volume licences; different conditions may apply to OEM or retail licences.
  • Compliance focus: Designed for organisations with regulatory requirements, such as the GDPR or GoBD.

Areas of application

  • Regulated sectors such as banking, insurance, healthcare and law firms
  • Hybrid working models involving a mix of office, home office and mobile working
  • Field staff with access via multiple devices
  • BYOD scenarios (Bring Your Own Device)
  • eDiscovery and audit processes
  • Communication environments subject to journaling requirements

Requirements

  • Use of the Enterprise User CAL add-on requires full Exchange Server licensing under the Server+CAL model.
  • A valid Standard User CAL is required per user – the add-on supplements this but cannot replace it.
  • The licence is permanently assigned to a named individual; transfer to another user is generally only possible after 90 days (exceptions apply, for example, in the event of an employee’s permanent departure).
  • The CAL requirement per user also applies in the case of indirect access via middleware (multiplexing).
  • The current Microsoft Product Terms always take precedence for legally compliant licensing; this product description is for guidance only and does not replace individual licensing advice.

Conclusion

The Exchange Server 2016 Enterprise User CAL Add-on is the ideal extension for organisations whose staff access Exchange from a variety of devices and require advanced compliance, archiving and security features. Particularly in regulated sectors and in mobile and hybrid working environments, it offers a targeted and cost-effective way to expand existing Exchange infrastructures effectively.

Important note regarding support
Extended Support for Exchange Server 2016 ended on 14 October 2025. It is therefore typically used in existing environments where migration is planned. Current alternatives include the Exchange Server Subscription Edition (SE) and Exchange Online, which either have modern compliance features already integrated or provide them as a Microsoft 365 add-on.
