What is the difference between a used MS Publisher licence and buying a new one?
If you buy a new Publisher licence from Microsoft, the price is significantly higher than the price you pay for a used Publisher licence from Soft & Cloud. This is because we buy licences from companies in the European Economic Area and the EU that are not (or no longer) needed there, for example due to over-licensing, structural changes or a switch to a different software or version.
In 2012, the European Court of Justice ruled in a landmark judgement that software may also be resold by the original purchaser if it can be proven that it is no longer used. This judgement was confirmed in 2013 by the Federal Court of Justice in the last instance. Used software is therefore legal, and buyers of used licences have the same rights as buyers of new licences - provided that the requirements of the Federal Court of Justice for a proper licence transfer are met.
In addition to the obvious difference between a new and a used licence - the price - there is also a second aspect that is just as important for many companies: Microsoft no longer offers a number of applications from the Office family for purchase, but only as a subscription version. You can licence Microsoft Publisher as a standalone application if you don't need any other Office programs. Alternatively, Publisher is also available as an integral part of Office 2021 and can be licensed as part of a licence for the entire Office package.
Microsoft has announced that it will no longer develop Publisher from 2026 and will integrate the functions into other Office applications. This is why Publisher is not included in the current Office 2024 package. If you want to use Publisher in the Office package, you will need the previous version Office 2021.

Which licence does Publisher include?
The current version Microsoft Publisher 2021 can be licenced as a single application. A Publisher licence is also included in the Microsoft Office 2021 Standard and Microsoft Office 2021 Professional Pro licences. Anyone using the Microsoft 365 subscription service can also licence Publisher there, but only until 2026, when Microsoft will discontinue the programme.
Is Microsoft Publisher free of charge?
Microsoft does not offer this tool for professional desktop publishing free of charge. To use Microsoft Publisher 2021, a licence is required, which you can purchase either individually or as part of an Office 2021 licence. Alternatively, Publisher can also be subscribed to as part of Microsoft 365 and used in the Microsoft Cloud.
